An R4 or R5 declares the city war and enters an attack message; no special keyword is required. If protection is active, schedule the war for when it ends. Alliances without a city begin with an eligible level-1 city; later targets must meet adjacency and unlock conditions. See our city guide for scoring and ownership rules.
